dc.description.abstractУ статті досліджуються особливості державно-приватного партнерства через виокремлення загальних та специфічних ознак, які характеризують його роль, ефективне функціонування та організацію відносин між владою та приватним партнером. Розкрито сутність ДПП через розгляд різних підходів щодо розуміння його ролі в сучасній ринковій економіці. Обґрунтовано теоретичні та практичні аспекти ефективності взаємодії бізнесу та держави у реалізації проектів відбудови, що забезпечить економічне зростання та інноваційного розвитку; інвестиційних та інфраструктурних змін; соціального розвитку; цифрової трансформації; екологічної стійкості та оборонної потужності. Визначено принципи ДПП, що впливають на розвиток та формування ДПП: інституційне забезпечення, концентрації капіталу, комплексності, максимальної віддачі, інформаційного та нормативно-правового забезпечення, достовірності та відповідальності. Констатовано, що для відбудови та відновлення України необхідно рішучість влади та зацікавленість бізнесу й міжнародних партнерів, які повинні отримати систему гарантій, безпекових заходів, надійне страхування, механізм мінімізації ризиків, в тому числі військових та дотримання норм верховенства права. The article examines the features of public-private partnership by identifying general and specific indications that characterizes its role, effective functioning and organization of relations between the government and a private partner. The essence of PPP is revealed by considering various approaches to its understanding in the modern market economy. Theoretical and practical aspects of the effectiveness of business and state interaction in the implementation of reconstruction projects that will ensure economic growth and increase the development of the financial sector; investment and infrastructure changes; social development; digital transformation; environmental sustainability and energy independence are substantiated. Principles of PPPs that influence the development and formation of PPPs are defined: institutional provision, concentration of capital, complexity, maximum return, information and regulatory support, reliability and responsibility. It is stated that the rebuilding and restoration of Ukraine requires the determination of the government and the interest of business and international partners, who must receive a system of guarantees, security measures, reliable insurance methods, risk minimization mechanisms, including military ones, and adherence to the rule of law.
