dc.description.abstractКлючовим трендом сучасного суспільного розвитку є впровадження цифрових технологій в публічному управлінні та адмініструванні. Особливого значення набувають проекти цифровізації для регулювання державою процесів здійснення публічних закупівель. Проаналізовано світовий досвід впровадження цифрових трансформацій у процесах здійснення публічних закупівель та обґрунтовано значущість застосування для цього штучного інтелекту, блокчейну та великих даних як ефективного антикорупційного механізму. Доведено успішність цифрової реформи системи публічних закупівель в Україні на прикладі запровадження сервісів «Prozorro» та «Dozorro». Встановлено, що імплементація впровадження світового досвіду передових цифрових технологій в державному секторі та бізнесі здійснюється за двома концепціями: цифрової трансформації та цифрової оптимізації. Їх взаємодоповнюваність є необхідною умовою для до сягнення належного рівня відкритості, транспарентності та доброчесності між всіма суб’єктами здійснення публічних закупівель. A key trend of modern social development is the implementation of digital technologies in economic and management processes for both business and government. Their use expanded the possibilities of increasing the efficiency of activities, improving the quality of the goods created, saving resources and increasing productivity. Digitalization projects are of particular importance for the field of public procurement, as it is at the intersection of private and state interests, and its results are noted for the development of the country. In the article, the authors conducted a study of projects for the digital development of public procurement in different countries of the world and determined that the tools of artificial intelligence, blockchain, as well as big data and data analytics have the greatest anti-corruption effect in this area. The article also carried out a study of the digital reform of public procurement in Ukraine and determined that the electronic system Prozorro and its analytical tools, in particular Dozorro, proved their success in the international arena due to the achievement of transparency and openness of data. However, the problem of corruption in the field of public procurement remains unresolved, which actualizes this research vector. The authors provide examples of the latest digital trends, which are predicted by international analysts to be promising in the next digital projects. The authors established that the implementation of IT technologies in the public sector and private business is carried out according to two concepts: digital transformation, which involves the creation of a new model of activity, and digital optimization, which, with the help of a new digital tool, achieves a qualitative improvement of the existing model. These two concepts can be implemented separately from each other or be complementary. The authors justify this option of their agreement as the most expedient one for achieving the integrity of public procurement participants in a strategic perspective.uk_UA
