Розкрито правове підґрунтя створення громадських організацій, принципи їх заснування та основні функції. Досліджено динаміку та чинники розвитку, напрями діяльності цих утворень до та під час військової агресії Росії проти української держави, виокремлено ключові проблеми, на розв’язок яких наразі спрямовується їх робота. Узагальнено основні джерела фінансування громадських організацій та виклики, які постали перед громадськими активістами. Проаналізовано вплив повномасштабної війни на роботу громадських організацій в контексті рівня їх активності, географії та формату діяльності, каналів комунікацій, посилення партнерських зав’язків, доступності джерел фінансування. Окреслено напрями підтримки та розвитку громадських організацій. The article reveals the origins of the emergence of public organizations, which were founded in Ancient Greece and Ancient Rome and are currently legally enshrined in the constitutions of many countries and international organizations. The reasons for their creation, purpose and historical roots of development in Ukraine are emphasized. The legal basis for the establishment of public organizations, the principles of their establishment and the main functions performed in the course of their activity in accordance with Ukrainian legislation are disclosed. The dynamics of the creation of public organizations in Ukraine in 2011-2022 were studied, the focus was placed on the factors of their development and areas of activity, especially since the beginning of Russia's annexation of part of the territories of Ukraine in 2014. A comparative analysis of the activities of these organizations before and during Russia's military aggression against the Ukrainian state in 2022 was conducted, priority directions of activities before and after the start of the war were determined. The study focused attention on the key problems, the solution of which is currently directed by the operations of public organizations in Ukraine. The article summarizes the main available and most accessible sources of financing the activities of public organizations, taking into account both domestic opportunities and foreign aid. The challenges and difficulties faced by public activists in connection with the war waged by Russia against Ukraine are revealed. The results of a survey conducted by one of the Ukrainian analytical centres regarding the impact of this full-scale war on the work of public organizations were analysed. The analysis was carried out in the context of such key aspects as the level of their activity, geography of operations, format of activity and interaction, communication channels, strengthening of partnership ties and implementation of joint projects, availability of financial sources for the activities of public organizations. Significant and extremely necessary areas of support and development of public organizations are outlined. Emphasis is placed on the factors that should be taken into account when determining the further activities of public organizations in the post-war period after Ukraine's victory over Russia. | |
