dc.description.abstractУ статті проаналізовано зміст чинних критеріїв і показників ідентифікації депресивних регіонів і виявлено їх недоліки. Здійснено порівняльну оцінку основних тенденцій розвитку українських регіонів у 2009–2013 рр. на предмет наявності ознак депресивності за двома підходами: шляхом співставлення показників розвитку окремого регіону з іншими регіонами та виходячи з динаміки внутрішньорегіональних змін. Запропоновано методичні підходи щодо встановлення та оцінки депресивних процесів у регіонах, здійснено їх апробацію за наявними статистичними даними та визначено шляхи подальшого удосконалення системи індикаторів визнання регіонів депресивними.uk
dc.description.abstractThe article covers theoretical and practical aspects of identifying depressed regions. Valid legislated criteria and indicators for recognizing depressed regions are examined, trends of socioeconomic development of Ukrainian regions in 2009–2013 are analyzed, they are ranked in terms of their depression. To assess the processes of depressive development, we use the methodology which applies two deterioration scales —compared to the vector of development of a region with others and compared to its previous state. Gross regional product per capita is used as a key figure. An incorrect display of status and trends of regional development, based on calculations using the above-mentioned key figure because of its high dependence on trends of change in population size and direction of these changes is discovered and proved. The article offers methodical approaches to the establishment and evaluation of depressive processes in the regions based on the total index of physical volume of the gross regional product for the period under review, and a number of additional indicators that reflect important changes in social and economic development of the region — a change in the region’s share in the gross regional product of the country, in volumes of industrial production, exports, capital investment, and change in population size in the region and the proportion of the unemployed. Ways of the further improvement of the system of indicators for recognizing depressed regions are determined, they include the need for determination of approaches to the calculation of the indicator of the integral depressiveness of the region as well as the creation of rating system of depressive development that will provide targeted orientation to state support for depressed regions and will increase the efficiency of administrative decisions in determining priorities for overcoming the depressive phenomena in the territorial space of the national economy.uk

Проведена сравнительная оценка основных тенденций развития украинских регионов в 2009–2013 гг. на предмет наличия признаков депрессивности за двумя подходами: путем сопоставления показателей развития отдельного региона с другими регионами и в сравнении с динамикой внутрирегиональных изменений. Предложены методические подходы по установлению и оценке депрессивных процессов в регионах, осуществлена их апробация, на основе имеющихся статистических данных, и определены пути дальнейшего усовершенствования системы индикаторов признания регионов депрессивными.uk
