| dc.description.abstract | З’ясовано роль освіти у тому числі вищої як державної послуги та суспільного блага. Визначено особливості вищої освіти як державної послуги. Наведено економічний та політичний підходи до розмежування категорій «суспільне» і «приватне» у сфері вищої освіти. З’ясовано, автономія стосується самоврядування. Важливою проблемою у сфері вищої освіти є досягнення балансу між державною підтримкою та автономією університетів, а також визначення форм і меж автономії університетів в умовах ринкової економіки. Здійснено порівняльний аналіз підходів вітчизняних та зарубіжних вчених до поняття «автономія університетів». Introduction. The role of education, including higher education as a state service and public good is determined. The features of higher education as a state service are defined. The economic and political approaches for distinction of «public» and «private» categories in higher education are presented. It is found out that the definition «autonomy» is related to self-governance. An important problem in higher education is to achieve a balance between the state regulation and institutional autonomy, as well as to determine the forms and limits of the university autonomy in a market economy following the social equity principles. Purpose. The aim of the article is to find out the essential characteristic of the concept of «university autonomy» and its components on the basis of Ukrainian and foreign scientific works analysis. Results. The studies on the university autonomy of Ukrainian scientists are devoted to the problems in higher education management, analysis of the higher education essence and role in social and economic development; education funding, including higher education; the relationship of university autonomy with the notions of higher education quality, accountability and social responsibility. Foreign scientists are analyzing of the institutional autonomy as a whole or its components. Originality. Education is a public service which is intended to the consumer and market. Its characteristics are: intangibility: education can be said to be fulfilling the need for learning, acquiring knowledge-providing an intangible benefit; perishability: production and consumption are simultaneous activities; inseparability: there is a necessity for the service provider to be present when the service is to be performed and consumed. Conclusion. A comparative analysis of the approaches of Ukrainian and foreign scientists to the concept of «universitу autonomy» is carried out. On the basis of critical analysis, the author establishes that there are such definitions as «аcademic freedom», «autonomy», «institutional autonomy or university autonomy» in Ukrainian and foreign literature. The components of university autonomy are organizational, academic, personnel, financial autonomy. There are not a wellcoordinated and unified approach to the explanation of the university autonomy definition in the Ukrainian and foreign scientific literature. | uk_UA |
