Abstract
Дисертація присвячена розробленню теорії випереджаючого економічного розвитку, її філософських і методологічних основ, виявленню субстанціональних причин випереджаючого розвитку, його принципів, умов, меж, а також можливостей та інструментів його реалізації в політиці сучасної держави. Показано місце теорії випереджаючого економічного розвитку в системі класичної та постнекласичної науки, обґрунтовано її зміст і актуальність.
Розкрито природу, характер і сутність випереджаючого економічного розвитку як категорії, об’єктивного явища та процесу. Сформульовано інституціональну структуру моделі випереджаючого економічного розвитку, де складовими виступають політичні, економічні та соціальні інститути.
Досліджено сучасну парадигму ролі держави у формуванні принципів і засад випереджаючого розвитку, відповідну їй економічну політику через призму різних наукових течій і теорій. Концептуалізовано форми взаємодії держави і бізнесу як інституту мотивації інноваційної діяльності. Оцінено соціально-економічні можливості та обґрунтовано інституціонально-правові засади для реалізації моделі випереджаючого розвитку в Україні. Надано рекомендації з формування економічної політики випереджаючого розвитку в сучасній державі.
The dissertation is concerned with elaborating the theory of advanced economic development, specifying its philosophical and methodological foundations, revealing the substantial grounds for the advanced development in terms of its principles and conditions of existence, as well as opportunities, limits and tools for its implementation in the policy of the modern state. There has been elucidated the place of the theory of advanced economic development in the system of classical and post-non-classical science, substantiated its content, significance, self-sufficiency.
There has been fulfilled theoretical and methodological substantiation of the substantional grounds, key features, principles and forms of existence and manifestation of the advanced economic development in the modern world economy. There has been justified the causes of paradigmatic changes in the study of the process of economic development, explained the logic of transformation of its architectonic levers, studied the world economy and the institutional forms of existence of the advanced economic development in the system of change of value orientations in the modern society. There has been proved that in order to explain the existence of complicated reality, unavoidable processes of a paradigm shift in the coordinates of the complex human-sized systems, there appears a need for a new economic theory. This theory should be able to reflect the unconventional phenomena and processes of economic life of modern society and to develop integrative economic policies of advanced development for the countries with low economic performance.
There has been proved the role of the modern state, the direction of its transformation and economic policies of the advanced development in implementation of strategic objectives and public hyper-tasks. There has been highlighted the role of policy institute, the political dimension of economic development and the advanced one in particular. There has been analysed the evolution of scientific thought throughout the twentieth century on forming the theoretical foundations of economic policy of the advanced development through the perspective of the scientific schools such as neo-liberalism and neo-classical ones, Keynesian and post-Keynesianism, Neoinstitutionalism. There has been ascertained that ordo-liberalism as the theory of effective social order, and post-Keynesianism have significant methodological potential for the advanced economic development model. It is revealed that the advanced development of the country should be based on a new theory of economic policy, which is an economic policy of a standard of living. Considerable attention is paid to the study of the substantial causes and determinants of advanced economic development (to human and intellectual capital), to institutional forms of its existence (innovation economy, knowledge economy, the economy of trust, economy of education, etc.), to its key principles, to the institutional structure, to the motivational system, to scientific and technical progress, to science and technology policy and to its role in innovation-intensive mode of production.
The institutional structure of the advanced development model has been analysed in the context of the internal stability of society, institutional flexibility and dynamics. There has been ascertained that the institutional structure builds with due consideration of the basic and innovative political, economic and social institutions. There has been highlighted the influence of the civilizational factors of the advanced economic development, the mechanism of their influence on economic policy, and the role of civilizational commonality and discreteness for the growth of national economies. There have been analysed the international practices in implementing the principles of the advanced economic development, in which an attempt is made to identify some “all-purpose prescriptions” to be applicable when enabling the economic policies of advanced development for the countries with the post-transformation economies.
There has been brought to light the essence of the new government initiatives in science policy regarding the implementation of the models of the advanced economic development. There has been analyzed the potential of science policy in the countries with the economies in transformation. There have been drafted the proposals on establishing the conceptualized forms of cooperation between the state and the private sector in science, technology and innovation. There has been provided rationalization for the idea that the results of science and technology determine the overall efficiency of the economy. Available scientific and human capital, penchant for creativity, as well as institutional factors of interaction between government and the private sector, rapid and significant uptake of advanced technologies determine the prospects of the advanced development of the countries.
There has been estimated the institutional readiness of Ukraine’s economy, the causes of the current economic problems and the social mechanism of releasing the society potential for the advanced development and transition to the appropriate economic model with qualitatively-updated, focused on the sustainable economic growth, instrumental content of economic policy. There have been drafted the proposals on enhancing the motivational mechanisms of the advanced development. There has been proved the practical importance of partnership relations between the state and business in the sphere of innovations, in connection with which there have been outlined the recommendations aimed at conceptualizing public-private partnerships as a tool of economic policy of advanced development.
Диссертация посвящена разработке теории опережающего экономического развития, ее философских и методологических основ, выявлению субстанциональных причин опережающего развития, его принципов, условий, границ, а также возможностей и инструментов его реализации в политике современного государства. Показано место теории опережающего экономического развития в системе классической и постнеклассической науки, обоснованно ее содержание и актуальность.
Раскрыта природа, характер и сущность опережающего экономического развития, как категории, объективного явления и процесса. Сформулирована институциональная структура модели опережающего экономического развития, где составляющими выступают политические, экономические и социальные институты. Исследована современная парадигма роли государства в формировании принципов и основ опережающего развития, соответствующая ему экономическая политика через призму различных научных течений и теорий. Концептуализированы формы взаимодействия государства и бизнеса как института мотивации инновационной деятельности. Оценены социально-экономические возможности и обоснованны институционально-правовые основы для реализации модели опережающего развития в Украине. Даны рекомендации по формированию экономической политики опережающего развития в современном государстве.
