Abstract
Стаття присвячена ролі атестації персоналу та формування резерву керівників у підвищенні ефективності використання людських ресурсів. Обґрунтовано заходи щодо подальшого їх вдосконалення.
The article is devoted to the role of performance appraisal and the formation of reserve managers in improving the efficiency of human resources. The article has revealed the basic main causes of subjectivity and formalism in the process of performance appraisal and formation of personnel pool in organizations. The article has included analysis of the current legislation on the performance appraisal of employees. Particular attention has been paid to the Law of Ukraine «On the professional development of employees» and the Law of Ukraine «On State Service». The disadvantages of the Law of Ukraine «On State Service» have been disclosed. Measures for their further improvement have been substantiated. Proposals to reduce the influence of subjective factors on the attestation of public servants have been developed. The positive experience of performance appraisal of physicians has been considered. Proposals to disseminate the positive experience of performance appraisal of physicians for the attestation of public servants have been developed.
