dc.description.abstractРозкрито сутність, етапи становлення і розвитку бюджетної системи Європейського Союзу (ЄС), основні напрями та механізми консолідації національних бюджетних систем країн-членів. Визначено роль і місце бюджету ЄС у системі економічних відносин інтеграційного об’єднання, джерела формування і цільові напрями використання спільного бюджету. На підставі нормативно-правових актів ЄС і наукових досліджень вітчизняних і зарубіжних учених проаналізовано принципи та загальні правила управління бюджетним процесом, розкрито сутність та основні причини суперечливості міжбюджетних взаємовідносин у ЄС. Досліджено порядок організації і проблеми інституційної взаємодії в бюджетній системі ЄС та їх вплив на формування бюджетної політики ЄС і країн-членів. Проаналізовано доходи і витрати бюджету ЄС, їх динаміку, структуру, ефективність і роль у регіональному розвитку Спільноти. Проведено математичні розрахунки прогнозних тенденцій міжбюджетних відносин, а також аргументовано авторське бачення щодо застосування окремих механізмів та нструментів у бюджетному процесі ЄС.uk
dc.description.abstractThe article reveals the essence, stages of formation and development of the budgetary system of the European Union (EU), the main directions and mechanisms of consolidation of national budgetary systems of the member states. The work defines the role and place of the EU budget in the system of economic relations of the integration association, the sources of formation and the target directions of the use of the joint budget. The paper analyzes the principles and general rules of management of the budget process based on the EU legal acts and scientific researches of domestic and foreign scientists, discloses the essence and main reasons of the contradictory inter-budgetary relations in the EU. The publication deals with the organization of the issue and the problems of institutional interaction in the EU budget system and their impact on the formation of the fiscal policy of the EU and its member states. The article analyzes the revenues and expenditures of the EU budget, their dynamics, structure, efficiency and role in the regional development of the Community. The worke deals with the mathematical calculations of the forecast trends of interbudgetary relations, as well as the author's vision on the application of certain mechanisms and instruments in the EU budget process.en
