Abstract
Дисертація присвячена комплексному дослідженню економічного
співробітництва України і Сполучених Штатів Америки в умовах формування
глобальної моделі світового економічного порядку. У роботі розкрито характер і
ключові векторні тренди глобальної трансформації світового порядку та його вплив
на національні економічні стратегії України і США. Конкретизовано геоекономічні
цілі Сполучених Штатів і механізми їх реалізації, обґрунтовано нову концепцію
стратегічного партнерства України і США.
Значну увагу приділено аналізу зовнішньоторговельного співробітництва
України і США та обґрунтуванню шляхів його вдосконалення. Системно
охарактеризовано міждержавну інвестиційно-виробничу кооперацію у контексті
залучення України до глобального відтворювального процесу; а також розкрито
масштаби, структуру і нереалізований потенціал українсько-американського
співробітництва у науково-технічній сфері. Обґрунтовано ключові напрями
розбудови українсько-американського стратегічного партнерства у контексті
імплементації Угоди про асоціацію між Україною і ЄС, визначено механізми
удосконалення системи міжнародної технічної допомоги Сполучених Штатів
Україні як ключового фактору регіональної безпеки у Європі.
The dissertation is devoted to complex research of economic cooperation between
Ukraine and the United States of America in emerging global model of the world economic
order. The paper deals with the character and key trends of global transformation of the
world order and their impact on national economic strategies of Ukraine and the USA.
Geo-economic goals of the USA, mechanisms of their implementation, as well as a new
concept of strategic partnership between Ukraine and the USA have been concretized.
The complex analysis of trade cooperation between Ukraine and the USA has been
done and the main obstacles of its development have been determined as well. The main
ways of improvement of trade cooperation are revealed. Special attention is paid to
comprehensive description of the investment and industrial cooperation between Ukraine
and the United States in the context of Ukraine's involvement in the global reproductive
process. The dissertation summarizes major quantitative and qualitative parameters of
interstate investment cooperation and the key directions of its intensification, including the
following: creation of joint ventures in livestock and crop production using American
agricultural technologies; connection of local businesses to multinational production
networks with the participation of US multinationals; implementation of mechanisms
syndicated loans through joining of domestic and American financial institutions;
association of Ukrainian and American capital within the industrial and financial groups
etc.
The typical features, trends and main forms of Ukrainian-American cooperation in
science and technology have been exposed (intergovernmental scientific and educational
exchanges, internships of Ukrainian scientists, researchers and innovators in the United
States, Ukraine – NATO cooperation (development of information technologiers; research
in biology and biotechnology, material science and environmental, health and energy
conservation; purchase of American equipment, patents and registration of intellectual
property of American owners in Ukraine; participation of Ukrainian inventors, institutions
and organizations in exhibitions of high-tech products and technologies in the USA etc.).
Reasonable mechanisms of diversification of Ukrainian-American investment cooperation
have been grounded: incorporation of Ukrainian enterprises into technological chains operating within American multinationals; accession of Ukrainian institutions into
international research alliances and networks involving US entities etc.
Integration platform of Ukrainian-American economic cooperation diversification
has been grounded in the contex of implementation of the Association agreement between
Ukraine and EU and the Transatlantic trade and investment partnership between the US
and the EU. The additional advantages for Ukraine raising from implementation of these
integration projects have been identified. The main directions of deepening of UkrainianAmerican economic cooperation in the frame of the Association agreement between
Ukraine and EU have been grounded: harmonization of national legislation on intellectual
property protection with European standards and requirements; convergence of national
certification and standardization systems with the requirements of the EU; convergence of
regulatory rules on financial services; liberalization of bilateral investments and mutual
protection of investors; harmonization of competiton policy on the M&A market;
convergence of pharmaceutical standards for testing and production of new drugs;
harmonization of labor standards etc.). Special attention is paid to grounding of main
directions of American technical assistance to Ukraine as a key factor of regional securityin Europe.
Диссертация посвящена комплексному исследованию экономического
сотрудничества Украины и Соединенных Штатов Америки в условиях
формирования глобальной модели мирового экономического порядка. В работе
раскрыт характер и ключевые векторные тренды глобальной трансформации
мирового порядка, определено его влияние на национальные экономические
стратегии Украины и США. Конкретизированы геоэкономические цели
Соединенных Штатов и механизмы их реализации, обоснована новая концепция
стратегического партнерства Украины и США.
Значительное внимание уделено анализу внешнеторгового сотрудничества
Украины и США и обоснованию путей его совершенствования. Системно
охарактеризована межгосударственная инвестиционно-производственная
кооперация в контексте включения Украины в глобальный воспроизводственный
процесс; а также раскрыты масштабы, структура и нереализованный потенциал украинско-американского сотрудничества в научно-технической сфере. Обоснованы
ключевые направления развития украинско-американского стратегического
партнерства в контексте имплементации Соглашения об ассоциации между
Украиной и ЕС, определены механизмы усовершенствования системы
международной технической помощи США Украине как ключевого фактора
региональной безопасности в Европе.
