The results of the survey confirmed the first working hypotheses that the spread of AI in HR is a natural process; and partially confirmed the second hypothesis that the use of AI in HR has both positive and negative consequences. The working hypothesis of the research is the assumption that education and training of graduates from colleges (specialists) will be of high quality if competencies are developed in accordance with the employers’ demands. The working hypothesis was verified through a quantitative research (a sociological survey). The target group of the survey is 350 managers of financial and insurance companies in Ukraine, including human resources managers. The research has shown that the education and training of graduates from colleges do not adequately meet the needs of the labour market, and therefore must be improved, in particular, towards the development of appropriate competencies in accordance with the employers’ requirements. The interrelation between VET quality and the level of teachers’ education and training has been partially confirmed. More than a third of the surveyed employers saw the link between them. Based on the result of research, it was found that employers were not satisfied with the quality of college graduates’ education and training. The conducted research has demonstrated the contradiction between the vision of the education and training results in educational establishments and the employers’ expectations. This confirms the importance of their systematic collaboration in developing educational and professional training programmes and study plans. The purpose of the study is a comparative analysis of the level of development of collective bargaining in different regions of Ukraine and identify challenges and prospects for the development of this institute. The authors proposed a methodology that allows quantitative and qualitative assessment of collective bargaining regulation of wages based on a number of indicators and a comparative analysis of its level of development in different regions. The evaluation confirmed the hypothesis of low activity of social partners and inability to act mobile in the new socio-economic ecosystem. The results showed the underdevelopment of wage regulation through collective bargaining in all regions, which increased distrust in the institution of social partnership and showed the inability of partners to create conditions for decent work. Indicators of the effectiveness of collective bargaining and agreements typical of countries with economies in transition (Ukraine), and the root causes of low quality social dialogue at the regional level are highlighted. Challenges inherent not only in Ukraine but also in most European countries allowed the authors to identify areas for improving collective bargaining, which include expanding the social partners, adapting the content of agreements to the strategic goals of the region and its sustainable development. The identified general trends conditioned upon the challenges of the digital economy and the new economic ecosystem have highlighted the need to rethink the role and content of collective bargaining. The practical value of the study lies in the possibility of applying the developed methodology by social partners, local administrations, local communities to assess social dialogue at the regional level, study and disseminate best practices of wage policy on the basis of social partnership. В умовах постійних викликів і загроз у реалізації громадянами свого права на працю колективно-договірне регулювання стає чи не єдиним ефективним інструментом, який дозволяє узгодити інтереси різних суб’єктів і консолідувати їх спільні зусилля. Метою дослідження є порівняльний аналіз рівня розвитку колективно-договірного регулювання оплати праці у різних регіонах України та визначення викликів і перспектив розвитку цього інституту. Автори запропонували методику, яка дозволяє кількісно та якісно оцінити колективно-договірне регулювання оплати праці на основі низки індикаторів та здійснити порівняльний аналіз рівня його розвитку у різних регіонах. Проведене оцінювання підтвердило гіпотезу про низьку активність соціальних партнерів і неспроможність мобільно діяти в умовах нової соціально-економічної екосистеми. Результати показали нерозвиненість регулювання оплати праці шляхом колективних переговорів у всіх регіонах, що посилило недовіру до інституту соціального партнерства та свідчило про нездатність партнерів створити умови для гідної праці. Виокремлено показники ефективності колективних переговорів і угод, характерних для країн з перехідною економікою (Україна), а також першопричини низької якості соціального діалогу на регіональному рівні. Виклики, притаманні не лише Україні, а й більшості європейських країн, дозволили авторам визначити напрями вдосконалення колективних переговорів, які передбачають розширення кола соціальних партнерів, адаптацію змісту угод до стратегічних цілей регіону та його сталого розвитку. Виявлені загальні тренди, що зумовлені викликами цифрової економіки та нової економічної екосистеми, актуалізували потребу переосмислення ролі та змісту колективних переговорів. The article analyzes gendered perceptions of the professional development in the Ukrainian academic sector based on the survey of teachers from Kyiv National Economic University named after Vadym Hetman (KNEU) (Ukraine). The respondents provided their assessment of conditions that support or destroy their academic careers. The findings showed significant divergence in gendered perceptions and attitudes toward motives, conditions and results of professional development at the university. Although all staff members were unanimously confident in their professionalism, the degree of satisfaction, perception of fairness and willingness to engage in management through initiatives was significantly lower among women. Female academics expressed a greater need for mentoring, while men showed greater interest in material incentives. Impressively, 11% of women versus 0% of men believe that their gender is an obstacle to their career. The results of the survey confirmed the working hypotheses: the practice of developing GHRM policies in Ukraine has not become widespread and there are no effective mechanisms for implementing GHRM policies. The research showed the average level of respondents’ assessment of their awareness of GHRM practices. The study confirmed a lack of effective mechanisms and tools for their implementation: units and employees responsible for implementing the GHRM policy; regulation of tasks, duties and responsibilities of employees; practices of planning the number of employees required for the implementation of environmental initiatives and activities; development of green competencies; informing employees about the GHRM policies implementation; involvement of employees in the formation of green policies and solving ecological problems; survey of employees’ opinion on corporate green practices. The survey’s purpose was to evaluate the spread of green recruitment and staff adaptation practices in Ukraine. The theoretical model of green practices implementation in the processes of recruitment and staff adaptation is developed. The survey found that less than a third of organizations position themselves as green employers and develop green employer value propositions (EVPs) which are attractive to people with green behaviours. The practice of assessing and selecting candidates with green competencies has not become widespread. The lack of practice of including green competencies in the requirements and job advertisements does not allow the company to attract desirable candidates, including specialists with environmental knowledge and attitudes, despite such intentions. The study results also showed that more organizations use green practices during the onboarding and adaptation of new employees compared to recruitment and selection. The survey results confirmed the hypothesis that green recruitment and adaptation aren’t widespread in Ukrainian companies. Owners and managers need to pay more attention to introducing green issues in the recruitment and adaptation processes; study successful practices and adapt them to the specifics of the organization; develop green competencies in HR managers and specialists; to position themselves as a green employer.Item Implementation of Practice-oriented Education and Training. An analysis of the current trends in the economy and society has showed that under the conditions of the knowledge economy formation the nature and content of the work have changed, the social and labor relations have become transformed. It has been highlighted trends in the labor sphere and social and labor relations: labor intellectualization, automatization and computerization, innovative component of labor activity, flexibility, labor virtual component, demand for “cross functional” employees are increasing, individualization of social and labor relations is growing, emphasis in management from human resources management to talent management is changing. It has been determined that the transformations of labor sphere and social and labor relations dictate the need to attract and retain competent, talented, innovationoriented employees, establish socially responsible attitude to work and its results, determine change in the compensation policy. New directions for development of policy of staff remuneration have been proved that include the individualization of labor reward, the development fair, transparent compensation models of labor remuneration, the provision of meaningful, structurally well-balanced, decent compensation packages in accordance with the dominant employees’ needs and the market price of labor, the employees’ contribution into the business results.Item Labour remuneration from the perspective of implementation of decent work conception in education sector in Ukraine(“Baltija Publishing”, 2019) Tsymbaliuk, Svitlana; Цимбалюк, Світлана Олексіївна; Цимбалюк, Светлана АлексеевнаThe current paper aims are to substantiate theoretical and methodological principles that reveal the essence of the concept “decent labour remuneration”, to develop tools and analyse remuneration policy from the perspective of implementation of decent work conception in education sector in Ukraine. Methodology of research. The analysis of the labour remuneration policy in education sector has been based on the developed indicators using statistical methods, a comparative analysis, an analogue method and a content analysis. Issues of labour remuneration play a key role in theory and practice of the decent work conception. Despite paying focused attention to the issues of remuneration policy by scientists and practitioners, the conception of decent labour remuneration has remained underinvestigated. The conceptual provisions that reveal the essence of the concept “decent labour remuneration” have been formulated. The policy of labour remuneration from the point of view of implementation of decent work principles in education sector in Ukraine has been analyzed. The analysis has shown negative trends, in particular low level, significant lag in wage from other sectors (in particular, finance and insurance, the field of information and telecommunications, etc.), insufficient structure and differentiation of wages. The current policy of labour remuneration leads to demotivation of staff, devaluation of the prestige of pedagogical and scientific activities, loss of employees’ interest in work as a way of earning incomes and deepening social inequality. The policy of low wage in the education sector leads to searching work by employees in other sectors with higher level of incomes. The analysis of collective bargaining regulation of remuneration in education sector in Ukraine has shown the low level of it. Many obligations of the social partners are recommendatory rather than mandatory which do not oblige the heads of educational and scientific institutions to implement them. Negative is the fact that some legislative rules have recommendatory nature in the Sectoral Agreement in the education for 2016-2020. There is the lack of specific instruments and responsible people for the implementation of the obligations that leads to non-fulfillment of them, impossibility to control over the implementation of obligations and punish guilty people for breaking the rules. The necessity of improvement of labour remuneration policy in the education sector in Ukraine in order to implement of decent labour remuneration has been proved. The determination of the basic parameters of remuneration must be based on the usage of market and contractual elements for regulation of the level and structure of remuneration, as well as the implementation of innovative approaches and tools to the formation of various components of rewards. Originality. Indicators and standards for estimating remuneration policy from the perspective of implementation of decent work principles at the sectoral level have been worked out. Practical value. Providing socially responsible, resource-efficient, and environmentally sensitive workplaces, safe working conditions, improving staff health, and reducing stress and occupational diseases are the essential tasks of human resources management (HRM). Aim: To study the implementation of personnel health and safety practices in Ukrainian companies and develop profiles of the leading organizations. Method: A sociological survey was conducted to assess the spread of personnel health and safety practices in Ukraine. Findings: Creating environmentally-friendly working conditions is the most popular practice in Ukrainian companies. Two-thirds (66.7 %) of respondents confirmed that the organizations implement such practices. Measures to improve the employees’ health and reduce stress and occupational disease caused by an unhealthy environment are less spread. 58.8 % of respondents indicated the introduction of these practices. The less common are practices of creating resource-saving and environmentally sensitive workplaces. Only 43.1 % of respondents pointed out that the organizations create such workplaces. The profiles of the leading organizations in safety management practices were developed. The reference indicators values were substantiated on the basis of average industry ones, which provided an opportunity to determine the multiple coefficients. The suggested tools provide the opportunity to define enterprises’ tendency for change in the level of responsibility level by years. This research can have important practical impacts due to its quantitative assessment having been based on published financial statements. The results of the survey confirmed the working hypotheses: the practice of motivating staff to green behaviour and environmental initiatives in Ukraine has not become widespread. The research showed that a half of the organizations encourage environmental initiatives. At the same time, owners and managers of organizations prefer intangible rewards of encouraging employees to green behaviour and ecological initiatives. Although intangible rewards are more common in encouraging employees to participate in environmental activities than tangible ones, the practice of using them is still mediocre. The paper focuses on the necessity of paying more attention to both tangible and intangible incentives of encouraging employees to environmental activities by owners and managers. The study provides the important recommendations for encouraging employees to engage in green activities and environmental initiatives: increasing wages, paying bonuses, providing social benefits as tangible rewards; the publication of staff contributions to sustainable development, public recognition and awards for environmental efforts, green activities, encouraging the receipt of certificates and awards as intangible rewards; promotion of employees who have competencies in green management, involving employees in goal setting and the development of indicators of the environmental activities results, green corporate culture and green leadership as efficient corporate factors.Item Аналіз політики оплати праці у сфері освіти з погляду концепції гідної праці(Подільський державний аграрно-технічний університет, 2018) Цимбалюк, Світлана Олексіївна; Tsymbaliuk, Svitlana; Цимбалюк, Светлана АлексеевнаItem Аналіз інституціональних факторів, які обумовлюють гендерні розриви в оплаті праці в Україні(ДВНЗ «Київський національний економічний університет імені Вадима Гетьмана», 2021) Цимбалюк, Світлана Олексіївна; Tsymbaliuk, Svitlana; Цимбалюк, Светлана Алексеевна; Волковська, Анна Іванівна; Volkovska, Anna; Волковская, Анна ИвановнаНезважаючи на прийняті Україною зобов’язання щодо заборони будь-якої дискримінації та забезпечення рівності між чоловіками і жінками, проблема гендерних розривів в оплаті праці залишається актуальною. Метою дослідження є виявлення факторів, які обумовлюють гендерні розриви в оплаті праці, та оцінка їх впливу на відмінності в заробітній платі на інституціональному рівні в Україні. На підставі узагальнення результатів дослідження виокремлено макроекономічний і мікроекономічний підходи до групування факторів, які обумовлюють гендерні відмінності в оплаті праці. У результаті аналізу статистичних даних визначено, що в Україні існує гендерна професійна сегрегація, оскільки більшість жінок зайняті у видах економічної діяльності з низьким рівнем заробітної плати; жінки мають більше шансів очолити підприємства організаційно-правової форми господарювання з нижчим рівнем заробітної плати. У результаті оцінки впливу різних факторів на відмінності в заробітній платі встановлено, що найменші гендерні розриви в оплаті праці простежуються у видах економічної діяльності бюджетної сфери. Часткова зайнятість у 2018 р. на 3.8% впливала на гендерні розриви в оплаті праці. На основі кореляційного факторного аналізу обґрунтовано позитивний вплив підвищення мінімальної заробітної плати та інноваційного розвитку на скорочення гендерних розривів в оплаті праці. Спростовано гіпотезу щодо впливу колективно-договірного регулювання на гендерні розриви в оплаті праці на організаційному рівні. Визначено перспективні заходи, котрі сприяли б створенню рівних можливостей та зменшенню гендерних розривів в оплаті праці, а отже, виконанню Україною взятих на себе зобов’язань в контексті євроінтеграції. Despite Ukraine’s commitments regarding non-discrimination and ensuring gender equality, the issue of gender pay gaps remains relevant. The aim of the study is to identify factors that cause gender pay gaps and assess their impact on wage differences at the institutional level in Ukraine. Based on the generalization of the research results, macroeconomic and microeconomic approaches to the grouping of factors that cause gender pay gaps have been identified. Based on the analysis of statistical data, it has been determined that gender occupational segregation exists in Ukraine, as most women work in low-wage economic activities; women are more likely to lead businesses with a lower level of wages. As the result of the assessment of the impact of various factors on wage differences, it has been found that gender pay gaps are the smallest in the public sector. Part-time employment in 2018 affected gender pay gaps by 3.8%. Based on the correlation factor analysis, the positive impact of increasing the minimum wage and innovative development on reducing gender pay gaps has been substantiated. The hypothesis regarding the impact of collective bargaining on gender pay gaps at the organizational level has been refuted.
