Attention is focused on the dynamic aspects of the of an such organization development. A review of studies on aspects of the effects of electronic public procurement on their impact on country budget expenditures is made. The interdisciplinary nature of publications on public procurement studied in the field of technology, management and social interaction is highlighted. Although electronic public procurement should be fairly widespread in the world, a form such as electronic auctions is not often used. The experience of Ukraine shows that electronic auctions have the potential to improve public procurement. It focuses on the development of partially automatic applications of electronic auctions, which can reduce the administrative costs of buyers and sellers, as well as the transaction costs of budgets in general. Reducing such costs is a significant addition to the savings in lowering prices during the electronic auction and is a significant factor in the effectiveness of modern electronic public procurement. The author's systematization of the components of the effectiveness of the electronic public procurement system is proposed, despite the fact that its calculation should be systematically automated. An algorithm is proposed for stimulating a responsible executor — budgetary institutions — as a result of effective budget procurement. The grounds have been formed for identifying elements of further modernization of public procurement using electronic auctions on an electronic platform as an effective tool in the field of preventing money laundering, proposals for a national financial audit of the relevant public procurement benchmarks on an electronic platform. За результатами досліджень публікацій науковців за о станні 3 0 р оків т а емпіричних досліджень щодо організації публічних закупівель поширюється їхня організація на електронних платформах. Акцентовано увагу на динамічних аспектах розвитку такої організації. Зроблено огляд досліджень, присвячених аспектам наслідків електронних публічних закупівель та їхнього впливу на видатки бюджетів країн. Виокремлено міждисциплінарний характер публікацій щодо публічних закупівель, які вивчаються у площині технологій, управління та соціальної взаємодії. Хоча електронні публічні закупівлі мають достатнє поширення у світі, така форма, як електронні аукціони, використовується нечасто. На прикладі досвіду України показано, що електронні аукціони мають потенціал для поліпшення публічних закупівель. Зосереджено увагу на розвитку частково автоматичних застосунків електронних аукціонів, які дозволяють знизити адміністративні витрати покупців і продавців, а також трансакційні витрати бюджетів у цілому. Зниження таких витрат є вагомим додатком до економії на зниженні ціни упродовж електронного аукціону і є вагомим чинником ефективності сучасної електронної публічної закупівлі. Запропоновано авторське групування складників ефективності системи електронних публічних закупівель з урахуванням результатів емпіричного дослідження для системної автоматизації моніторингу процесу закупівель. Запропоновано алгоритм стимулювання відповідального виконавця — бюджетної установи — унаслідок проведення ним ефективних бюджетних закупівель. Сформовано підстави для визначення елементів подальшої модернізації публічних закупівель з допомогою електронних аукціонів на електронній платформі як дієвого інструменту у сфері запобігання відмиванню коштів, пропозиції для національного фінансового аудиту відповідних бенчмарків публічних закупівель на електронній платформі. Исследование базируется на междисциплинарном подходе к государственным закупкам. Опыт Украины показывает, что электронные аукционы имеют потенциал для улучшения государственных закупок, хотя такая форма используется не часто. Основное внимание уделяется разработке частично автоматических приложений электронных аукционов, которые могут снизить административные расходы покупателей и продавцов, а также трансакционные издержки бюджетов в целом. Сокращение таких затрат является существенным дополнением к экономии при снижении цен во время электронных торгов и является существенным фактором эффективности современных электронных государственных закупок. Предложена авторская систематизация компонентов эффективности системы электронных государственных закупок, несмотря на то, что ее расчет должен быть систематически автоматизирован. The article assesses the financial sustainability of local budgets in Ukraine over the past twelve years, identifying the main trends, and examines the changes caused by the implementation of reforms in the country and other external challenges, including the armed aggression against Ukraine. The purpose of the study is to determine further prospects for the development of Ukraine's regions and the formation of effective local self-government, taking into account the results of the analysis of the main indicators of financial sustainability of local budgets. To conduct the study of budgets, a comprehensive methodological approach was applied by calculating an integral indicator, which is the sum of aggregated standardised indicators for three groups of indicators: balance, financial autonomy and efficiency. The study has revealed that there is currently no unified approach to assessing the financial sustainability of local budgets, and scholars propose different methodological approaches with a diverse list of indicators. Based on the generalisation of methodological approaches, the authors propose a system of indicators for assessing the financial sustainability of local budgets in Ukraine. The paper assesses the financial sustainability of local budgets for the period of 2012-2023 with the calculation of an integral indicator and graphical presentation of the analysis results. The study has shown the effectiveness of the implemented reforms in Ukraine, as well as the ability of local authorities to quickly adapt to changes caused by negative external influences. In general, local budgets of Ukraine are characterised by positive trends in their development, with the main indicators of financial sustainability of local budgets being within or close to the recommended values. The dynamics of the integral indicator shows a steady upward trend, with its value increasing from 0.84 in 2012 to 3.12 in 2023, i.e., more than 3 times. The authors conclude that it is advisable to introduce continuous monitoring of the financial sustainability of local budgets according to a single accepted methodology, which will allow the authorities to timely identify changes and promptly make appropriate management decisions, taking into account existing risks, in order to solve problems and form a balanced development strategy.Item Assessment of the risks of using smart contracts in cryptocurrency transactions on domestic capital markets(Little Lion Scientific, 2025-10-31) Mostovenko, Oleksii; Tsap, Volodymyr; Borkovych, Volodymyr; Rudyk, Nataliia; Рудик, Наталія Василівна; Nykonenko, ViacheslavThe study's relevance is determined by the critical dependence of cryptocurrency market stability on the technical reliability of smart contracts and the increasing risks of financial losses due to their defects. Aim: The aim of the study is to formalize the ranking of technical vulnerabilities of smart contracts by their impact on the economic stability of domestic capital markets through systematization, simulation modelling, and quantitative assessment of financial indicators. Methods: The research used the following techniques: vulnerability typing, simulation modelling, financial analytics, and comparative analysis. Obtained results: The study confirmed the critical impact of smart contract technical vulnerabilities on the financial stability of the markets, with peak VaR of up to -68.5% and liquidity deterioration of over -80% for reentrancy attack, delegatecall injection, and oracle manipulation. The risks were reduced by more than half after implementing multi-level optimisations, demonstrating the effectiveness of comprehensive mitigation to stabilise key financial indicators. Academic novelty of the study: The academic novelty of the study is the formalized classification of technical vulnerabilities of smart contracts and the first empirical assessment of their impact on the economic stability of capital markets based on comprehensive financial and economic metrics, which extends the theory of DeFi structural risks. Its implementation proposed through the concept of using an interactive data warehouse on a countrywide scale with the local budgeting in Ukraine as example case. The model of data storage and using concept has relied on implementation of the local budget programs performance indicators formulated. The scientific and technical conditions of data utilizing described. Proposed model shows the scheme of performance information flows on an ex-ample of particular types of the performance indicators, the conditions for their directly beneficial uses are determined; the levels of qualitative and quantitative data composition for the information system were specified. Corporate income tax in Ukraine has low fiscal and regulatory efficiency. The methods of corporate taxation used in Ukraine are constantly changing. Many of those changes have not had a positive influence on taxation and economic growth because the equilibrium between interests of the government and taxpayers is not maintained. The aim of this paper is to identify existing problems and propose ways for improving the taxation of corporate income in the context of balancing the interests of taxpayers and the government. Historical and trend analyses were used as methods in this paper. The process of evolution of corporate income taxation in Ukraine can be divided into several stages, each of them having an influence on income taxation. At the first stage, the object of income taxation changed several times during the year in order to increase the fiscal efficiency of the corporate income tax. It caused a negative reaction from businesses, and as a result many businesses moved into the shadow economy of Ukraine. At the second stage, a large number of tax exemptions and exceptions were applied. Most of the exemptions and exceptions were given for special interests without proper controls, and were not meant to stimulate investment. These benefits were granted for an unjustifiably long period, and the excess profits derived from this preferential taxation were not directed at reinvestment in industries, but were distributed among the new owners. As a result, outdated technological structures were not improved. This is one of the reasons why they are not competitive today, both internationally and in the domestic market. At the third stage, various types of tax incentives were regularly introduced. Their introduction was for a period of short duration. In particular, preferential mechanisms of income taxation for special economic zones, priority development areas, and technoparks were designed. On the whole, the idea of preferential taxation of these entities was aimed at stimulating economic development in depressed regions and boosting economic innovation. Despite the fact that this idea had had success in many developed countries, it did not work in Ukraine, mainly due to the fact that those who had income tax exemptions used them for the construction of tax evasion schemes. Between 2010 and 2014, the tax base moved closer to being calculated on financial results according to accounting data, and revenues and expenses began to be recognised on the accrual principle. Despite significant progress in changing the object of income taxation, the system of income taxation which was in force at that time retained significant differences relevant to the taxation of income from securities transactions, taxation of banking institutions, insurance companies and collective investment institutions. At the beginning of 2015, the mechanism of accrual and payment of income tax changed radically again. Today, taxes are determined according to data of financial accounting in accordance with the National Provisions (Standards) of Accounting (P(S)A) or International Financial Reporting Standards (IFRS). However, a number of differences were identified between the two methods of accounting to which the object of income taxation has to be adjusted (tax adjustments that may increase or decrease the object of corporate income taxation). The changes in corporate income taxation did not take into account the necessity of a balance of interests between the government and taxpayers. In general, those changes were made to increase fiscal efficiency. It is necessary to improve the mechanism of corporate income taxation to find the equilibrium between the interests of the government and taxpayers.
