It aims to provide an objective assessment of the nature and content of this phenomenon. The research examines the technologies and techniques of political manipulation as an effective communication tool in the modern Russian-Ukrainian war, which is not exclusively a military armed confrontation but is hybrid and multidimensional. The study provides a systematic analysis that combines general scientific and specific methods. It presents the fundamental techniques of political manipulation and identifies the main trends in the development of political manipulation technologies in the context of information confrontation and warfare. The research concludes that manipulation, as a component of political communication, can be carried out at different levels: interpersonal, intragroup, intergroup, and mass. The authors highlight the effects of political manipulation on the quality of political communication in Ukrainian society, specifically in the context of the Russian-Ukrainian war. They stress the need to develop effective methods to counteract manipulative influence as a crucial component of political communication in the modern information space. The study emhasises the effectiveness of countering political and manipulative influences in the information and communication space by observing the principles of impartiality, timely confirmation of information with documents and verified facts, and finding alternative sources of information. The authors conclude that countering hostile manipulative technologies and information manipulative influence should become the basis of the State's domestic and foreign policy. The author summarizes the main challenges and threats to the social security of the state in conditions of political instability. Social security is analyzed as an important component of the state's national security. The author briefly considers the importance of social security in the social and political life of Ukraine. Social security is considered as a system of protection of social needs of the interests of the individual and society as a whole. The social policy of any democratic state is aimed at ensuring adequate the level of social protection of a person. The author analyzes consequences of social risks and threats to social security in the context of new domestic political realities in the conditions of martial law and European integration processes. Summarizes that in modern conditions, risks in the field of national security are constantly growing. The generalizations of the author of the article make it possible to identify risks for Ukrainian social security society in the context of modern political changes. The author of the article points to a significant deterioration in the quality of life population and the growing level of social tension. The article notes that the population's need for social and humanitarian support is growing in crisis conditions. У дослідженні визначено основні тенденції розвитку технологій політичного маніпулювання в контексті інформаційного протистояння та інформаційної війни. Автори намагалися узагальнити значення політичного маніпулювання в умовах інформаційних протистоянь. У контексті інформаційної війни як складової повномасштабної російсько-української війни за незалежність і територіальну цілісність України, важливо, щоб українська державна політика була орієнтована на захист інформаційного простору і спрямована на підвищення рівня інформаційної безпеки та підвищення рівня стійкості до інформаційних загроз. Тому постановка проблеми дослідження стосується вивчення сутності політичного маніпулювання як складової політичної комунікації в епоху інформаційного суспільства. Узагальнено, що маніпулювання як складова політичної комунікації може здійснюватися на різних рівнях: міжособистісному, внутрігруповому, міжгруповому, масовому. Авторами звернено увагу на прояви політичного маніпулювання і його вплив на якість політичної комунікації в українському суспільстві. Спотворення інформації, інформаційні вкиди, формування і поширення наративів та стереотипів мислення є частиною гібридної війни. Дезінформація в сучасному інформаційному просторі виступає прямою загрозою світовим демократіям. Політичне маніпулювання є потужною частиною комунікації в умовах інформаційної війни, важливим інструментом впливу на світосприйняття і формування свідомості громадян. Акцентовано на важливості пошуку ефективних методів протистояння маніпулятивному впливу як складовій політичної комунікації в сучасному інформаційному просторі. Зроблено висновки і узагальнення про те, що протидія маніпулятивним технологіям і інформаційному маніпулятивному впливу має стати основою державної політики, орієнтованою на захист інформаційного простору та на підвищення рівня інформаційної безпеки. This study analyses political manipulation as a component of political communication. It presents the fundamental techniques of political manipulation and identifies the main trends in the development of political manipulation technologies in the context of information confrontation and warfare. In the context of the information war as a component of the full-scale Russian-Ukrainian war for the independence and territorial integrity of Ukraine, it is crucial for Ukrainian state policy to focus on protecting the information space and enhancing information security and resilience to information threats. Thus, the research problem is the study of political manipulation as a component of political communication in the information society era. The research concludes that manipulation, as a component of political communication, can be carried out at different levels: interpersonal, intragroup, intergroup, and mass. In the context of information warfare, manipulative technologies are becoming increasingly diverse in their form, content, goals and purpose. According to researchers, the dramatic changes taking place in the modern information space have created conditions for their use in the interests of information and psychological influence. The authors highlight the effects of political manipulation on the quality of political communication in Ukrainian society, specifically in the context of the RussianUkrainian war. It is crucial to avoid distorting information, spreading disinformation, and promoting biased narratives and ways of thinking, as these are all part of hybrid warfare. Misinformation in the modern information space poses a direct threat to global democracies. Therefore, political manipulation is a significant aspect of communication during information warfare. It is a powerful tool for influencing perception and shaping citizens’ awareness. Досліджено політичну кризу як стан у державі, та конфліктологію як науку, що дає змогу зрозуміти суть політичної кризи у соціально-політичному аспекті. У статті проаналізовано, що криза є вторинним, похідним явищем від суперечностей і конфліктів. Будь-яка кризова чи конфліктна ситуація у політичній сфері може призвести до катастрофічних наслідків у суспільстві. Політичний конфлікт зачіпає основу будь-якої політичної системи – державні інститути. Авторами наведено класифікацію криз, які є найбільш типовими для перехідних суспільств, до яких відноситься Україна. У статті проаналізовано сутність понять урядової, парламентської, партійної кризи як явища політичного життя демократичного суспільства. Автори узагальнюють, що політична криза завжди є наслідком дезорганізації, дестабілізації політичної системи. Зроблено спробу розглянути політичну кризу як чинник політичної трансформації. Політичний конфлікт, виходячи з етапів його формування, може визначати умови протікання кризи. Автори розкривають і позитивні наслідки політичних конфліктів і криз. У статті узагальнено, що політичний конфлікт може бути поштовхом до соціальних змін у суспільстві, сприяти формуванню соціальної рівноваги. Політична криза держави розглянута авторами як загострення соціально-політичних протиріч, результатом якого є порушення стабільності та нормального розвитку суспільства. The study considered political crisis and political conflict as complex and ambiguous categories. The political crisis as a state in the state and the conflictology as a science, which allows to understand the essence of the political crisis in the social aspect, are investigated. The political crisis of the state is considered as a sharp aggravation of socio-political contradictions, the result of which is a violation of the stability and normal development of society. The article analyzes that the crisis is a secondary phenomenon derived from contradictions and conflicts. Any crisis or conflict situation in the political sphere can lead to catastrophic consequences in society. Political conflict affects the basis of any political system – state institutions. The authors provide a classification of crises that are most typical for transitional societies, to which Ukraine belongs. The article analyzes the essence of the concepts of governmental, parliamentary, and party crisis as a phenomenon of the political life of a democratic society. The authors generalize that a political crisis is always a consequence of disorganization, destabilization of the political system. An attempt was made to consider the political crisis as a factor of political transformation. The authors make an attempt to study the very nature of political crises and ways of solving them, how they differ from other crises. Political conflict, based on the stages of its formation, can determine the conditions of the crisis. The authors reveal the positive consequences of political conflicts and crises. The article summarizes that political conflict can be an impetus for social changes in society, contribute to the formation of social balance. The political crisis of the state is considered by the authors as an aggravation of socio-political contradictions, the result of which is a violation of the stability and normal development of society. We consider the phenomenon of public diplomacy as an important trend of modern foreign policy. Researched key features and concepts defined means and methods of operation of public diplomacy. The importance of introducing the practice of public diplomacy in Ukraine in order to defend national interests and promote a positive international image of the state is substantiated. Аuthors analyzes means and methods of functioning of public diplomacy. The significance of public diplomacy as a practical instrument of policy implementation in the conditions of globalization is revealed. The role of public diplomacy in the system of foreign policy and its influence on international relations and formation of the image of the state are indentified. Аuthors explores the role and importance of public democracy for Ukraine‟s foreign policy in the conditions of globalization. The theoretical and applied aspects of the development and formation of public diplomacy are generalized, its main mechanisms and forms are summerized. The dimensions and objectives of public diplomacy (lobbying, international relations with the public, the process of promoting the national image) are described. The understanding of the essence of public diplomacy as a means of communication, in particular from the position of psychology of communication is regarded. The necessity of influence of public diplomacy on public opinion and behavior of the population through non-governmental cooperation is explained. Аuthors argues the necessity of carrying out public diplomacy in the conditions of globalization in the interests of society and the country in general, and not of a separate political group or bureaucratic clan. Public diplomacy is considered an effective tool for advancing political interests. Соціальні ризики і небезпеки становлять реальну загрозу безпеці на державному рівні. В статті йдеться про те, що в умовах сьогодення ризики у сфері національної безпеки невпинно зростають. Соціальна політика в умовах суспільно-політичних криз і військово-політичної нестабільності зазнає додаткового навантаження, а вирішення нагальних безпекових питань потребує пошуку ефективних шляхів їх вирішення. Узагальнення дослідження дозволяють визначити ризики соціальній безпеці українського суспільства у контексті сучасних політичних змін, узагальнити інструменти забезпечення соціальної безпеки в умовах політичної нестабільності. Складна ситуація в системі національної безпеки України актуалізує потребу соціальної безпеки населення і пошуку шляхів її реального забезпечення.
